The login box never asks for the withdrawal password. It appears only when you open Online Withdrawal.
Why the withdrawal password is separate from your login password
The lobby says JLBET is using 2 different passwords for login and withdrawal, and that you have to enter your fund password for every withdrawal. That puts a second lock on the step where money leaves.
