Who may not gamble
PAGCOR lists the people prohibited from gambling.
- All government officials and employees
- Members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP)
- Persons under 21 years of age
- Persons listed in the National Database of Restricted Persons (NDRP)
- Gaming Employment License (GEL) holders

Family exclusion works the other way round. Spouses, children or parents of a person who needs help with problem gambling can apply to have that person excluded. Download the application form from PAGCOR’s responsible gaming page, then e-mail your completed application and the requirements to ResponsibleGaming@pagcor.ph.
